You reach the APO Island by pumpboat from Malatapay, Zamboanguita. It takes 35 minutes for the transfer to Apo Island.
Manila : Airplane to Dumaguete Cebu : Fast boat to Dumaguete ( 4 hours) Bus to Dumaguete ( 5 hours ) from south terminal in Cebu. then to Liloan, by pumpboat to Sibulan Dumaguete
